The Office of Scholarships & Grants delivers student services which are significant in fulfilling the University’s mandate to support all UP students as agents of national development.

OSG provides various financial assistance to the Iskolar ng Bayan and continues the implementation of the financial assistance programs, policies and guidelines as approved by BOR. The staff is trained to help in counseling students in obtaining financial support and also supports UP Diliman units in need of student services through the SAGA Program.

The OSG is under the supervision of the Office of the UP Diliman Vice Chancellor for Student Affairs in delivering relevant and comprehensive support to students enrolled in the UP Diliman campus. The OSG also assists the Office of the Vice President for Academic Affairs (OVPAA) and the Office of Student and Financial Affairs (OSFA) in administering the different financial assistance programs and related activities of the University.

History

The Office of Scholarships and Student Services was established in 1991 during the 1040th meeting of the Board of Regents. It was first called the Student Financial Assistance Services (SFAS). In 2018, under the administration of Chancellor Michael Tan, it was renamed Office of Scholarships and Grants.

OFFICE OF SCHOLARSHIPS AND GRANTS (OSG)

The Office of Scholarships and Grants, under the Office of the Vice Chancellor for Student Affairs, helps students with financial needs enrolled in the Diliman campus and UP Diliman Extension Program in Pampanga by providing scholarships and financial support. The OSG provides financial assistance programs grouped according to the type of economic need they address:

Grants-in-Aid Program (Student Learning Assistance System SLAS)

Students can apply for tuition discounts at rates that are based on the assessment of the paying capacity of the household to which an undergraduate student belongs. This assessment looks at the income as well as the socio-economic characteristics of the household.

Entering Freshmen for AY 2025-2026granted with Full Discount with Stipend (FDS) shall receive semester stipend of ₱25,000.00 (₱5,000/month)providedthat they are enrolled in at least twelve (12) units in the current term.  During midyear, students may qualify to receive stipend based on criteria provided on the guidelines for midyear stipend (graduating during

Student Loan Program

Loan facilities are available to defer payments during the semester. The program is also a source of funds for students with urgent financial needs. Students may avail of the Student Loan program through the CRS. The loan application form is available during the registration period  and may be accessed  in the student’s CRS account.  Once the loan application form is filled out and downloaded, the student will have to notify the Student Loan team via the email below, for the link where the loan form and necessary attachments should be uploaded.

Student/Graduate Assistantship (SAGA)

The program allows students to work and earn an extra allowance of  ₱81.00/hour for undergraduate; ₱145/hour for master’s and ₱210/hour for doctorate while pursuing their studies in the University. Freshmen are not encouraged to apply in their first year of study in UP as they are given a chance to adapt and adjust to the academic environment of the University.

Adopt-a-Student Program (ADOPT)

Adopt provides supplementary support to students with urgent financial needs and who need help while they work on their academic requirements to qualify in a more comprehensive financial assistance program or scholarship. It serves as a safety net to keep students studying in the University through contributions of donor organizations and individuals.

Financial Assistance for Student Contingencies Program (FASCP) 

All undergraduate students of UP Diliman and its extension campuses/programs certified and officially registered by the University Registrar for the specified semester shall be eligible for financial assistance for medical expenses for injuries sustained from on/off campus activities, academic or otherwise.

Student Insurance (GSIS)

The policy is intended to cover a portion of the accident costs, hospitalization, medical care, among others, especially in cases when students participate in academic and similar experiential learning activities outside classrooms. Undergraduate Students who are eligible for the grant of Higher Education Subsidy under RA 10931 (Free Tuition) are eligible for this program.

Scholarship Programs

Scholarships are financial awards granted to students to support their education. These may help cover tuition, school fees, books, and living expenses. They are awarded based on academic merit, financial need, or specific criteria set by donors or institutions.

UP-Funded and Privately-Funded Scholarship Programs

These programs offer financial assistance through monthly or semestral allowances or stipends, helping cover tuition, school fees, books, and essential living expenses such as board and lodging, communication, and transportation. Funding comes from the university and generous private donors.

Other Government-Funded Scholarships

The office also facilitates and supports students under scholarship programs offered by other government agencies such as CHED, CSC, PVAO, and others.

Other Student Services—Borrow-a-Computer Program

The Borrow-a-Computer Program provides temporary access to laptops or desktop computers for students who need them for academic use. It ensures that students without personal devices can still participate fully in learning, research, and online activities. The Aboitiz Foundation and the Mead Foundation graciously donated the computers.

Private and Government-Funded Scholarship Programs

The UP Diliman Scholarship Programs are envisioned to honor and encourage outstanding academic achievement or talent, help academically qualified but financially needy students, and encourage enrollment in particular academic programs.

Application Process and Guidelines

The following are the updated workflow charts on the operations processed by the OSG Scholarship Section.

Processing of Donations for Scholarships

The donor must submit a Memorandum of Agreement (MOA) or Implementing Rules and Regulations (IRR) and other requirements to the Scholarships Section of OSG. Once verified and approved, the donations can be deposited to the UPD Cash Office where an official receipt will be issued to the donor.

 

Processing of Scholarship Application

Eligible student applicants must submit complete requirements to OSG where a Scholarship Affairs Officer (SAO) will evaluate and rank them. The assigned Scholarship Committee will finalize the approved beneficiary/ies.

 

Processing of Scholarship Benefits

Student beneficiaries must submit complete requirements to OSG online. OSG and OVCSA will process the documents, while the UPD Accounting/Cash Office will credit the benefits to the LBP account of the student.

 

Landbank Enrollment for New Accounts

Student beneficiaries must send a request to create a new LBP account along with the required documents to OSG where the SAO will forward the request to UPD Accounting Office where they will issue a certification to both the student and the LBP staff.

 

Tagging of Scholarship Assignments

Once the student submits complete requirements to OSG, a SAO will evaluate them and will update the scholarship assignment of the student in the Computerized Registration System (CRS).
